FYI: I saw a balloon in Alpine a few days ago.

 

Is it just me, or is Desert always empty? I have never seen an egg there since Biomes started. O.o

If you want to catch eggs from the Desert, you have to go to the Desert at the start of every new hour (for the so-called "hour drop"). Precisely at xx:00 - but preferably you already start refreshing at xx:59 of the previous hour. All eggs can be gone just under a minute (provided no cave blocking occurs), but more often it's within 5 minutes. If you miss the hour drop or any specific egg during that hour drop, you have no choice but to wait until the start of the next hour.

As rubyshoes said, they are both in the desert. The eggs have the same description so you don't know what you are getting till it's on your scroll. That's why so much trading has been going on with them.
