You can add a wish that would fit in a lower tier. Not one that you have already wished for in a lower tier.

So if I wanted say a CB Rift and a CB Fell I could fill wish 6 with a CB Rift and wish 7 with a CB Fell, but I can't put that I want a CB Rift and a CB Fell in wish 6 and then repeat that for wish 7?

Essentially, yes. If you are completely uninterested in lineages and don't want anything that is designated for wish 6, you may ask for something that would fit in wish 6 instead. There really is no point in asking for the same thing in more than one wish level.
