I think Mitsuru is in Inaba looking for something to help the MC from P3, but I'm not sure.

 

As to what caused Teddy to start the Arena, no clue.

How does the MC manage to get back to Inaba though? If this game starts two months after the end of P4, then his new school term would have started already.

 

As far as we know he went back to live with his parents. What did he tell them? Mon, Dad, I'm going to Inaba to fight in a competition hosted by a bear?

Unless of course, he just arrives via the TV in his home? If he had all the Personas he got through the first game he would be more than strong enough to survive the trip to Inaba via the TV world.
