Snow Wars prevents building when under attack?

Something I noticed is that while I'm under attack I cannot place, move, and I believe also repair items. The game instead force-refreshes to show the new damaged sprites and as far as I can tell behaves as if I hadn't done anything while trying to place an object. (I wasn't keeping track of the resources, unfortunately, so I'd need someone else to end up in that situation to test if it depletes snow like something had been placed.)
