The rarest dragon is probably a Neglected dragon. But you can't catch one of those in-cave. In-cave, the rarest dragon is a caveborn Gold.

 

Be sure to catch some of the new V-Day eggs in the cave before they're gone!

Don't forget to grab some limited time Valentine's dragons (today is their last day of dropping) and participate in the event. ^^

 

Neglected dragons are probably the rarest. Zombies might be a close second. Prizes are pretty rare. And then there are golds and silvers, which are the rarest dragons you can grab, rather than having to create or breed them.

If you are looking at Cave, CB golds and silvers are rarest. CB holidays are also might can be said rarest as they can't obtainable after event.
