How to make a neglected dragon?

I've been seeing them just about everywhere and I'm looking to make one of my own, I do feel kinda bad about it but that's neither here nor there. and I have read over the DC wiki but I don't really get it. What would be a surefire way for me to make a neglected? And how could I make an ungendered easily if I so choose? And what is an auto-refresher?
