Are dinos limited to a single user?

asking this because out of 3 times I’ve grabbed a Dino it’s been a blue Dino, had to trade to get a green and red one

No, you're able to grab all colors.

All dinos are available to grab in the Jungle for anyone, you probably just got unlucky.
