There are so many people arguing about this hill. The laws clearly state that in such a matter, you are to go to the nearest king/queen to ask her or him to sort it out for you. As I just happen to be the Queen (Or king, if you think my gender may be male ) of First Newbie Adult Dragons, I will settle this dispute.

 

In the interest of fairness, everyone may divide the bottom 25% of the land around the hill. I will take a meager 75% of the land for the crown (AKA me) in compensation for my troubles.
