I'm relatively new so I can't give definitive answers, but I think yes it has.

 

(also if you have old dragons you don't want any longer probably try to sell them instead of exalt them as people collect IDs with lower numbers of digits (not sure where the cutoff is as to what is considered valuable atm))

The holiday skins/accents, you mean?

Yes, you can get skins/accents in the coli. They're in the holiday chests that the coli monsters drop. There are 12 skins/accents, but only half of them drop in the coli, one per chest. (You'll have to buy the other six if you want them.) They drop in all venues, but some venues will have more depending on the percentages of monsters of that holiday's element/neutral monsters. (Also, all of those element's monsters/the neutral monsters will only drop one or two set chests, so some venues might yield two or three of the six chests and others might have all six, depending on which if its inhabitants are dropping which chest(s).)

 

(ED. because I had a brain fart and forgot to mention that the neutrals also drop holiday chests.)

Eh, it tends not too be too bad, but it's reliant on the RNG, so it can be hit-or-miss, really. I know it gets higher in the higher-level venues, though. There's a holiday guide here with element percentages and a list of the best places to farm, if that helps.

Guys, the site is laggy because of the Light festival and everyone being online/in the coli. Just bear with it, it's a drawback of light festivals.
