The numbers on the wish list is just saying the types of dragons that the person will want / accept. You only need to give them one dragon but u can give more if you want to

And.. for personal curiosity purposes - are 'tinsels' given out at the beginning of the year, or at the end? (Ie. Have people already 'won' 2012 tinsels?)

@Flower - as someone else has said - you don't HAVE to get multiple dragon eggs for your person. Lots will try to get as many as posssible - but just one single dragon is enough.
