Basics:
(If you already know what Naruto is, you should skip this one.)
Naruto is an Anime (Japan style cartoon) series, which tells about Ninjas having powers. Chakra is likely the same as the force is in star wars. Taijutsu is martial arts, but really more powerful. Genjutsu means the same as "Illusion" which you can either use to create pain and suffering to somebody, or fool them to get away from a difficult situation. Ninjutsu is the most common thing. It's the main skill to "Use" powers. The powers are called "Jutsus." Different combinations are always the best, so work in a team (Possibly a team of 3) and create your way and purpose of a ninja!

Plot:

Somewhere on the Nagi island.
While the Anbu members run from the enemy, they write a message.
"How long will it take?!"
"Just a minute!"
"Do it Fas- Arghhh!" an Anbu member said and fell down and died after receiving a blow from the enemies’ summoned creature.
"When the hell are you ready?!"
"Done! Summon a bird." The Anbu member summoned the bird, and the other one tied up the message.
"Fly to Konoha, tell the Hokage about the situ-" Before even ending the sentence, the Anbu member fell down and the bird flew away.

Elsewhere on the Nagi Island.
"Raiton! Rapid Lightning bolt!" One of the enemies said, and killed an Anbu member.
"Just who are you?" the Anbu member asked while dying, and the girl answered, "Akyotsuki Yuam, through it won’t be any use to you, as you die now." She said it, threw a kunai into the Anbu member’s head and continued on her way for the remaining Anbu members.

At the port of Nagi Island.
"Did you kill the remaining Anbu members?" Amutoshi Raishin asked Yuam.
"Of course, there's not a slight chance they could survive," she said with a grin.
"Good thing we set up that rebellion lose, otherwise this all would be nothing."
"Well, let’s go now. There are still some Kages to kill, or better said, "assassinate"." Yuam said and laughed.
"You do remember that our goal is to create war between the countries. Not make them know that it was us."

At Konoha:
"Uzumaki Hokage I ju..." The servant didn't even start, when the Hokage said, "Please, how many times do I need to ask, call me Naruto! There's no need for the titles as well as for last names."
"Yes Ho-.. I mean, Naruto. I just received a message from the Anbu members on the Nagi Island. There's an enemy as you suspected, which tries to kill all the Kages. For what reason, the Anbu members didn't find out. I guess they barely were alive, and if worst of all happened, they died.
"Well, we still need to keep moving. The Chunin exams are coming soon, so we should be focusing on them at the moment. They haven't yet started with it, right?"
"There's no sign of any kage's death at the moment."
"Good, so we can focus on the exams first. Let them begin!"

The Chunin exams are coming, and the enemy is on the move to create war between the countries by killing the kages. You must pass the exams, and enter a team of 3 people with a master. With them, you will be sent to missions, some might be about this enemy.

One of the more unusual clans, the Aburame have a close relationship and high knowledge of bugs. They allow thousands of bugs to live inside their body, and in return protect that body they are living in. Which results in the host being able to use bugs to attack.

Akimichi Clan:
Renowned for their size and clumsy nature, the Akimichi clan is certainly one of the most devoted clans to Konoha village. This clan's members easily stand out in a crowd because of their large size and their love for food and eating. Their size and abilities makes them a formidable opponent.

Hyuuga Clan:
The Hyuuga clan is one of the truly noble clans of Konoha village. The clan consists of two families, the main family and the branch family. The lower branch family is put into place to serve and protect the main family, and has done so for generations.

Inuzuka Clan:
The Inuzuka Clan may be one of the smaller clans in Konoha but it's certainly not small in the specialist techniques department. The Inuzuka clan has a special relationship to canines, and are able to fully communicate with them. Not much is revealed as far as background and clan origins go.

Uchiha Clan:
The Uchiha are arguably the strongest clan in Konoha next to the Hyuuga. To this day, the Uchiha clan has all been murdered and eradicated with only some survivors unknown to us.

Kayuga clan:
The Kayuga clan specializes in controlling their bone structure. They have the power to use their bones as weapons, making them as strong as steel. The Kayuga can move their bones inside and outside their bodies, and can also regenerate bones. The Kayuga clan originates from the Water country, but was whipped out when they challenged the country in a war. After Orochimaru was killed, DNA samples from his lab were recovered, seemingly belonging to Kimimaru, the last of the clan to be killed. The DNA was used to bring back the clan, implanting the DNA into male and female reproduction cells. After about nine months, the clan was reborn.

Rinnegan Bloodline:
A very rare bloodline, which might be found sometimes. The history goes, that the Kage possessing the Rinnegan eye, created Ninjutsus, which we know of today. The specialty of the Rinnegan is that you control Tajutsu, Genjutsu and have great Ninjutsu. (If you have the Rinnegan Bloodline, you cannot have a skill personality)

Yamanaka Clan:
This clan from Konoha Village is known for its ability to transmit their chakra through the air to a neaby target. This allows them to control their target's mind and body. By taking possession they can also inhabit the target's body and utilize their sensory information.

Nara Clan:
This clan from Konoha Village is known for its ability to manipulate their shadow. Utilizing this ability the clan member can attach their shadow to the shadow of another individual, and then take control of the user. Resulting in the affected person replicating or "shadowing" the exact movements in mirror form of the clan member.

RULE OF JINCHUURIKIS:
If you will be a Jinchuuriki, you cannot join any clan. The Jinchuuriki have better abilities and Jutsus but they MUST have penalties.

Skill Personalities:

Fighter:
A talented fighter with great Taijutsu and Ninjutsu skills, but cannot use Genjutsu. Mostly aggressive, so the way of defending is not the type for a Fighter.

Martial artist:
Only Taijutsu user. By sacrificing the skills of Ninjutsu and Genjutsu for Taijutsu, the person is quite lethal at booth defending and attacking. Uses various tricks o evade Ninjutsu and Genjutsu, such as having weight on their arms and legs, so when the time comes, they can take them off and become really fast.

Illusionist:
Fools the opponent by creating a Genjutsu while charging a Taijutsu attack at the opponent without the knowledge of it. This type is often used for defending, but works for aggressive uses as well.

Mind Controller:
A full Genjutsu user. While having penalty on Taijutsu and Ninjutsu, the Mind Controller can get the Mangekyou Sharingan's power to create world of 72 hours of torture, while in reality only 3 seconds passed, but that requires a lot of training. Sometimes can win a couple of enemies while defending him/herself.

Foolery Thief:
A Ninja, who uses the power of Genjutsu to fool the opponent, while making a slight Jutsu to hit the opponent. A great use for assassinating, or stealing something.

Jutsu User:
The pure user of Ninjutsu. While there is likely no way of defending with your legs or arms, the Jutsu User does various Jutsus to either attack or defend. This user can learn 1 Jutsu more than anybody else.

All Learner
A ninja who has every skill at the same level. Through the other personalities have more bonus, the All learner can use Taijutsu, Ninjutsu and Genjutsu.

Rinnegan User
Read the Rinnegan Bloodline in the clans.

Her shuriken is attached to her back, tied by a strong string. Hoshi is tan from training outside a lot, but she can easily dislocate her arm by the way she throws the Shuriken on her back.

Personality: Hayato is a quiet, thoughtful, considerate and fiercely independent person who is mature beyond his years. He doesn't speak often, but when he does, it can range from a thought-provoking comment to a joke riddled with a sarcastic, sometimes self-deprecating, sense of humor. He has a wordily, wisened view of the world, and always tries to be open-minded. Ever since he found out about his possession of the Rinnegan, Hayato has felt burdened by his eyes. They were powerful, practically god-like, and if word got out about him, the safety of the village and himself would be in danger. He has since kept it secret, waiting for the right people to show his secret to.
History: Many years ago, during Naruto's first few weeks as Hokage, he received notice of a baby at the village gate. Intrigued and desperate for some fresh air, Naruto went with some ANBU to investigate the situation. The report was true; at the gate was a crying babe, wrapped up in a blanket with a note attached. The note only said the baby's name: "Hayato Kazama". As a fellow orphan, Naruto identified with the baby in a moment, and allowed it to be sheltered in the village. After the orphanage took care of the baby until it grew up a bit, a 7 year old Hayato enrolled in the ninja academy and struck out to find a place of his own. He coincidentally found lodging at the same boarding house Naruto stayed in when he was a child. While out training one night, he discovered his Rinnegan when a simple Bunshin technique turned into a Tajuu Kage Bunshin no Jutsu. Since then, he has privately trained every night, getting his hands on whatever he could in order to learn new jutsu and train using his Rinnegan.

Appearance: Tetsua is very well developed for her age, and some people mistake her for a fully grown woman. Her most noticale feature about her body is her strangly large breasts. Her face, however, is quite childlike, with big, cute red eyes and a small mouth. She has white hair tied in a ponytail that goes down to her knees. She wears a black top that has holes on the back from where her bones come out, and it cuts off below the breast line, exposing her lower half. The top is sleevless. She wears black short shorts and a white waist cape that only covers her back half. She also wears long black stockings and normal black sandals.

Effect: Yokaze can transform herself into a miniature replica of Shukaku, or even create a full size replica. She retains full control over the smaller replica, while the larger one is much
harder to control. Simply forming both the large and small Shukaku replicas takes a massive amount of chakra.

Suna Bunshin no Jutsu

Effect: Yokaze can create one or more clones of herself out of sand. These clones are like shadow clones, except they can take more than one blow without collapsing. However, if attacked rapidly
in succession, the sand clones will collapse and return to their original state.
Other Notes: Yokaze does not use this technique often, as it takes quite a notable amount of chakra. However, if she is fighting against more than three enemies, she will resort to using this technique.

Effect: Close range - upon striking the foe with the palm, an extra blast of water repels the enemy away.
Other Notes: Only works if the palm makes contact with the opponent. If it doesn't then it doesn't do anything.

Mizu Senpuu Keri - Water Whirlwind Kick (Keri literally means kicking though)
Jutsu/Ability Type: Water
Rank: C
Effect: The user jumps up to perform a fast spinning kick, usually lasting for about 3 to 4 turns, while encircling water around them to create added strength to the kick. Very good for taking out multiple enemies that try to encircle you.
Other Notes: The whirlwind part of the move comes from the water following the circular path of the foot. Unless it makes contact with the opponent it won't do much of anything except look cool. It can be somewhat easy to counter if you know what you're doing. The only thing that makes this move dangerous is that if it does connect with the opponent the added water makes it much stronger than a normal spinning leap kick. To make up for openings, this move has strength and speed. That's why the user usually spins for 3 or 4 turns, which ensures that at least one might hit if they are close enough.

*Kasai would do a lone version of Gatsuga. This is used to distract the enemy while Kotaro would put his knife(or steel fan) out and do a traditional version of the attack while using his knife to cut(or possibly a drill).
Kaenkiba
*Kasai would circle the enemy as Kotaro releases his fire chakra into the air surrounding his body. This would leave a circle seal of fire on the ground. Kasai and Kotaro would then do a fang over fang covered in the flames from said seal. Doubles as a trapping technique, since the flames make it difficult to dodge.

You've got quite a lot of spelling and grammar mistakes. Also, it is not really clear what is happening - does this strange force you were talking about only consist of these two persons you listed or is it an organisation? What are their reasons for trying to kill the Kages, what ideology do they have and how are they trying to achieve their goals? Since you mentioned Akatsuki and Orochimaru, what are they doing at the moment? I'd also recommend to put up a brief summary of the geography, political alliances in between the villages, available positions etc. for people who either don't know the series or have just started reading.

About the spelling and grammar things, I spell checked the whole post before posting. Orochimaru is dead, and the Akatsuki has been in hiding since their numbers have been diminished. If you watched the Shippuden episodes you will know that Orochimaru is dead. Well, sure I'll edit the post, and you'll have to make new characters, as the existing are already grown up as masters etc. Those two people are very strong. As you remember Orochimaru succeeded in killing the Hokage, but the enemy is now two, and the chances of succeed are better.

Well, I can't do anything about my knowledge of English grammar and spelling. Guess need to improve it later on. The only thing that matters to me at the moment, that people can read and understand what I type.

((Cool update, but one thing I'd consider doing is explaining what each Kekkei Genkai does for those who need a refresher. For example, it's always seemed a little unclear to me what the Rinnegan does exactly. Also, for those who don't know much about Naruto but still feel like getting their ninja on, you might want to give a basic idea of what the chakra and jutsu types are, the differences between Taijutsu, Ninjutsu and Genjutsu, etc.))
